As the Governance & Policy Officer, you will play a pivotal role in advocating for the integration of eco-friendly and disaster-resilient construction materials into government programs, policies, and procurement procedures. This position requires a dynamic individual who can collaborate effectively with government agencies, participate in policy formulation, and facilitate workshops to promote sustainable construction practices. This role is split between working 50% at our office in Lalitpur and 50% traveling to various locations across Nepal where our programs are implemented.
Job Responsibilities:
National Level:
- Collaborate with the Department of Urban Development and Building Construction (DUDBC) and the Ministry of Urban Development (MOUD) to:
- Influence the approval of norms, specifications, and construction guidelines for Compressed Stabilized Earth Blocks (CSEB) interlocking bricks.
- Contribute to the development of construction standards aligned with eco-friendly practices.
- Engage with the Project Procurement Management Office (PPMO) to:
- Participate in discussions regarding procurement procedures for eco-friendly construction materials.
- Advocate for sustainable sourcing and procurement practices within government projects.
- Advocate for the use of green technology in government programs, including but not limited to Jaanta Aawas (People’s Housing) and other relevant initiatives.
- Maintain effective coordination with the National Disaster Risk Management Authority (NDRMA), National Society for Human and Natural Resources Reconstruction (NSHRRP), and project partners.
Local Level:
- Extensively travel to different regions across Nepal (approximately 10-15 days per month) where Build up Nepal programs are implemented.
- Conduct workshops and seminars targeting government officials and local authorities to:
- Raise awareness about the benefits of adopting eco-friendly construction practices.
- Provide training on sustainable construction techniques and materials.
- Collaborate with local government bodies to draft proposals for the adoption of building by-laws that emphasize sustainable and disaster-resilient construction practices.
- Ensure regular follow-ups with relevant authorities to monitor the implementation of proposed policies and by-laws.
Qualifications:
- Bachelor’s degree in Public Policy, Governance, Urban Planning, Environmental Science, or a related field. Master’s degree preferred.
- Proven experience (minimum 3 years) in government advocacy, policy engagement, or related roles, preferably within the construction or sustainable development sector.
- Strong understanding of Nepal’s government structure, policies, and regulations.
- Excellent communication and interpersonal skills to effectively engage with government officials, project partners, and local communities.
- Demonstrated ability to influence policy formulation and procurement procedures at both central and local levels.
- Proficiency in both written and spoken English and Nepali.
